As is well known, the attention given to the private sector in our country has grown year on year. Transferring some state-provided services to the private sector not only raises the quality of those services but also ensures that budget funds are spent efficiently.
Resolution No. 563 of the Cabinet of Ministers of the Republic of Uzbekistan of 9 September 2021, "On measures to increase the level of student accommodation at the republic's higher education institutions", established that student dormitories are to be built under public-private partnerships, drawing on private investment.
Under paragraph 11 of the Regulation "On the procedure for implementing public-private partnership projects", approved by Cabinet of Ministers Resolution No. 720 of 30 October 2024, a public-private partnership (PPP) project is prepared together with a public consultation, so that the interests of residents and service users are taken into account.
We therefore announce that a project to build a student dormitory under a public-private partnership is being developed on the grounds of Navoiy State University.
The project in brief
- A student dormitory with 800 places will be built using funds from the private partner and the State Budget.
- The private partner receives a subsidy of 50 per cent of the cost per place under the design and cost estimates (but no more than 100 times the base calculation amount).
- After 30 years the completed building is returned to the state partner in good condition.
- For 30 years the private partner provides accommodation services to students; keeping the building in good condition and delivering quality service are at the private partner's expense.
- The amount students pay for accommodation is set in agreement with the state partner.
