The official website of the Ministry of Higher Education, Science and Innovation maintains a section titled "Announcements on the public discussion of projects delivered under PPP". It gathers the public-consultation announcements for projects being delivered at higher education institutions under public-private partnership (PPP), above all projects to build student dormitories. The Navoiy State University project is published in that section too.

- Law of the Republic of Uzbekistan "On public-private partnership" No. ORQ-537 of 10 May 2019, adopted by the Oliy Majlis of the Republic of Uzbekistan.
- Cabinet of Ministers Resolution No. 563 of 9 September 2021, "On measures to increase the level of student accommodation at the republic’s higher education institutions" — student dormitories are built under PPP, drawing on private investment.
- The Regulation "On the procedure for implementing public-private partnership projects", approved by Cabinet of Ministers Resolution No. 720 of 30 October 2024 — under paragraph 11, a PPP project is prepared together with a public consultation.
